Whether the boundary layer in case of turbulent boundary layer is uniform in character along the entire length of surface ?

No. The boundary layer develops as the fluid flows along the solid surface. At the initial point of contact with the solid surface the boundary layer is thin, building up along the surface until a fully developed boundary layer is reached.
